Joseph Issa Sworn in as New Custos of St. Ann

St. Ann, Jamaica — Prominent businessman and philanthropist, Joseph Issa, has been appointed as the new Custos Rotulorum for the parish of St. Ann. Issa received the Instrument of Office during a formal swearing-in ceremony at King’s House on Monday, September 16, 2024, presided over by Governor-General, His Excellency the Most Hon. Sir Patrick Allen.

The position of Custos Rotulorum is a prestigious role in Jamaica’s governance system, representing the Governor-General at the parish level. As Custos of St. Ann, Issa will have oversight of Justices of the Peace (JPs), work closely with community leaders, and support civic and social functions in the parish.

In his address during the ceremony, Governor-General Allen highlighted the significance of the role of Custos in community building and the administration of justice. Issa, a St. Ann native, is best known for his leadership in the tourism industry, particularly his work with SuperClubs, one of Jamaica’s renowned hospitality brands. He has also been actively involved in philanthropy, particularly in areas such as education and social welfare.

Issa’s appointment follows the passing of the previous Custos, Norma Walters, who served the parish with distinction. Walters was highly regarded for her leadership and efforts to advance the interests of St. Ann.

The office of Custos Rotulorum, which dates back to Jamaica’s colonial history, has evolved into a vital role in the country’s local governance structure. The Custos is responsible for ensuring the proper functioning of the local court system and overseeing the work of Justices of the Peace, who assist with civil and legal matters within the parish.
