In a national address on October 18, Davis outlined the implementation of the “Clear, Hold, Build” strategy in Englerston. The approach focuses on removing criminal elements (“Clear”), maintaining a consistent security presence to prevent their return (“Hold”), and fostering community development and resilience (“Build”).
