Holness Reaffirms Commitment to Inclusive Growth with ASPIRE Agenda

Kingston, Jamaica – Prime Minister Andrew Holness has reiterated his administration’s commitment to inclusive growth through the government’s comprehensive ASPIRE Jamaica growth agenda. Speaking during a policy briefing on November 19, 2024, Holness emphasized the importance of productivity as the cornerstone of the country’s development strategy.
The ASPIRE framework outlines six key pillars:
- Access to Economic Opportunity for All, promoting inclusive growth.
- Safety and Security, ensuring a stable and safe environment for citizens and businesses.
- People and Human Capital Development, prioritizing education, skills training, and workforce development.
- Infrastructure Development, improving critical systems to support growth.
- Reform of the Bureaucracy, aimed at enhancing the ease, speed, and cost-effectiveness of doing business.
- Economic Diversification and Development of New Industries, fostering innovation and expanding the economic base.

“Through these pillars, the government is creating pathways to growth and prosperity for every Jamaican,” Holness stated.
The Prime Minister stressed the collective responsibility of all Jamaicans in achieving this vision, encouraging active participation from businesses, public service entities, and individuals. “Whether in business, public service, or daily life, every Jamaican has a role to play,” Holness noted.
The ASPIRE Jamaica agenda is part of the government’s long-term strategy to transform the country into a thriving and inclusive nation. Key initiatives under this agenda include expanding access to financial resources for small and medium enterprises, implementing community safety programs, upgrading road and communication networks, and developing emerging sectors such as renewable energy and technology.
As the government rolls out further measures under ASPIRE, citizens are urged to embrace opportunities that contribute to personal and national development.
